You can work out the SP by market cap evaluation. Personally I think PEH's MC is undervalued at present given its business model and the management team. Also keep in mind that international contracts shouldn't be far off.
Last time the announcement about PEH's international opportunities was about 2 months ago so I presume the deals should be in a close-out phase. Another interesting thing is the recent buying activity - off screen buyers popped out whenever 11c was touched and now the SP is slowly building back into the 12c region. Of course I can be wrong but I'm happy to wait as I'm in for the medium/long term.
I would put PEH's MC at least about 30 mil which is twice as it is at present, so around 25c to 30c seems fair value to me...
