Correct - effective the 30th of November, 2017. If you look at a stock chart for Lynas (eg on Google Finance), you'll see that it takes the consolidation into account - but the prices given in the post in this thread don't. Indicative pricing in April 2017 was around 90 cents per share; October 2017 was around $2/share (not sure where 58 cents came from) - so it was "only" a triple bagger (or so) in the twelve months, not the ~30 times implied by the post.
