Ok I'll be more clear, he's allowed to speak for however long an hour or whatever on the floor then exits before a crappy short speech from somewhere else that no one cares about of pre-prepared points making it pretty damn hard to refute it. It already has little traction, this year with all the proceeding by play between Pelosi/Schumer/Trump there's just no way the news networks are going to be able to move past trying to make every little look and statement something to base an entire segment on afterwards. Meanwhile most likely some poor junior will be made to give the opposition rebuttal that no one cares about in STOU context.
