Normally the first step is the reporting of the crime, and then Law Enforcement weigh up the credibility of the report, and if warranted, they progress to an investigation.

So why not report a crime if someone is adamant that they have proof that a crime has been committed?

The obvious answer is they haven't, and they are just parroting partisan conspiracy theories like good little sheeple.
