It's an old joke.
Guy bets another he can make his dog talk. Seeing an opportunity the other bets - $20 he can't.
The initial one gets some sandpaper. Rubs the dogs Butt vigorously and asks him "How does your bum feel now?"
The dog goes: " Ruff, Ruff"
(Don't know if that's where Bancroft and the Aussies got the idea with the red ball & sandpaper trick).
