But before any contracts are sign be it Gov or Utilities wouldn't they want to see the F,study first,.. more so with PEN because of its passed chemistry problems, and that is also the reason why PEN is so undervalued,... do think it has been re-risk now and a positive F,study will re-rate PEN to its peers and that will be a huge re-rating...
