I agree with the recent raise , but they have plenty of money to restart with the raise of $32 million aud , $ 18 million usd from US government sale and another $11 million usd in stockpiled reserves at current spot price. Basically half the market cap of this company is in cash and liquid assets. They will need to raise when they decide to expand and drill out the resource.
