A premature assessment, in my opinion. Lenders have a blanket lien on PEN assets, precluding additional debt financing. The partial contract monetisation is still being negotiated. The $3 million equity raise required under the terms of the restructuring agreement will be challenging if the share price remains depressed. At least the debt covenants appear to be relaxed, with only a $1 million cash balance required.
