This is only funding made AVAILABLE to PEN.
PEN takes pains in the announcement to make it clear that draw downs are "at PENS discretion", so as GUS says, all it does is "add to Peninsula’s funding flexibility without limiting its capacity to consider all options as and when they materialize”.
Nobody should feel threatened in my opinion.
