I do believe there are hurdles and it could take years before it is mined and that is why it has never been priced in to the MC. I do feel it has better odds with a junior explorer with an impeccable environmental record, because most majors have records that deserve criticism.
Hopefully Norwegians will realize permits are necessary for a global environment (which influences Norway) currently just years from collapse.
