There is substantial work force of Outokumpu In Kemi region and the mine has been there for long time.
The position of the locals may be more complicated as most of the Finns value the nature very much.

I'm curious what might the second mine to be developed in 2024 with 15 km of Penikat?
If this would be true, I would have been quite ignorant in the development in the region.
