I believe the deal was contingent on PLS having the funds available which it now does after the meeting which passed the CR resolutions. An amount of the funding from the CR was earmarked for the purchase and those funds would likely have been released from trust after the approval at the meeting following the necessary legal steps involved. I am guessing that it is now simply a matter of finalising the settlement, the timing of which is likely to be constrained by the banks involved and the settlement requirements that they will no doubt impose for both parties. All IMO.
