I don?t believe CO2 is a pollutant and never will. Supply and demand will ultimately take care of it as demand for this non renewable resource gets crimped off by supply and via price.
If the Government believes it?s in society?s interests or maybe that should be if the community believes it?s in its interests to reduce reliance on such fuels it can do so by introducing standards.
There is nothing market based about the ETS.
