What you said is to an extent correct for surface shipping. However, surface ships are still hopeless when it comes to ASW without additional air assets. The best way to counter a hostile SSN / SS is still a SS and I believe this is what the Attack class is for. Mind you, I still believe that it is a mistake to have selected the proposal from the Naval Group instead of the one from the JMSDF.
