is there anywhere at all that is low risk?

When I look at the price and the return achieved from overseas property they can look extremely attractive but them when I talk to friends who own property o/seas and the problems that they face due to minimal or no tenancy laws and controls they don't look half as good.

Commercial RE has always been much less of a headache but it does have the very big side effect that it is very easy for commercial RE to sit empty, IE no income, houses are never empty even in the worst economic conditions
