i think what seer is inferring to in the moderated post is that due to the change in policy by rudd of the way we treat illegal immigrants i.e. making it easier for them to enter the country and stay here now (and also opening the possibility of abusing our legal and appeal system), that the people smugglers will lift their efforts to transport more of these illegals to australia thereby increasing their profit margins by having fewer failures
