One key point is significant IMO, the McCormack comments. There was a meeting between Pitt, McCormack, and Morrison. I predict this meeting was held between 17/2/21 and 15/4/21. 17/2/21 was the day Barilaro formalised his position and therefore the earliest opportunity for the Federal JA member to take action. 15/4/21 was the date the PM usurped Keith Pitt as the decision maker, legally or otherwise. The outcome of the NOPTA application was made at that meeting, we now know that Pitt believed it should be approved, Morrison did not, and Morrison then took steps to acquire the power of decision maker. PEP11 was dead from that date unless the Solicitor General or the courts deem otherwise.
