Who will they issue it to? How can they give it away legally if BPH holds the permits (which are still valid after today pending NOPTA approval)? Why would Keith Pitt harp on about PEP11 and then give it away? If there was a company willing to take it over, why havent we heard about it yet? Why would BPH very recently raise 9m and hire experts in the field if it doesn't plan on continuing with the project?
