1 billion instruments each with millions of shares? I think it would require some serious data warehousing (funding), since you are maintaining information about the last purchase date for every single share. Plus it would have to be updated frequently with output from the trading engine, doesn't sound like a small system, who's going to pay for it? Essentially if you had access to the data you wouldn't necessarily have to violate privacy as long as you could still uniquely identify each share without linking to the purchaser/seller.
