Problem:
Waste is expensive to export to Australia, locals likely to complain about dust when moving to docks in trucks.
Solution:
1) Malaysia gives permission for Lynas to produce condisoil as long as it is exported.
2) Condisoil is packed in nice sealed plastic bags to avoid dust when transported.
3) Japan agrees to buy all condisoil at cost price (production plus shipping)
4) Everybody happy.
Then:
After a few years Malaysia finaly wakes up to fact that condisoil is cleaner than the gypsum they import from China from unknown source so they start buying condisoil at market value.
Result:
1) Waste is disposed - Win
2) No dust during transport - Win
3) Gang of 3 can save face as the waste is exported - Win
4) No cost to Lynas - Win
5) SP goes up and up - Win
