I guess we can say it is subjective then, to me I read it as, They had already deliberated (but I do not conclude from that, that it means completed deliberations) and is expected to deliver its judgement soon (well saying soon can be any amount of time). To me I feel like he is trying to draw conclusions but is not setting it in stone. To me it is not something I would bet on at least

As for where he has got this info, you and I agree completely on that, If you are correct then my next question would be how would he know... He does not site any source either by position or name. Now I can understand not naming someone, but most reporters will say for example "a senior government official" at least they do in Aus...
