Maybe ..... and I really have no idea .... that it will be acceptable to the Government to have a contract for the 3D to be done in conjunction with a drill to have the Licence extended.
For the Government to take the Licence off PCL and then reoffer it to the market, assess the proposals etc then this would cause significant time delays and therefore maybe unattractive from a governments viewpoint if PCL has a major who commits to achieving the required outcomes.
