    the UML quarterly report states that there is 7.9 million dollars in the bank; plus 11.2 million dollars in cash backed performance bonds.

    Can anyone kindly explain what is/are the 11.2 million dollars in cash backed performance bonds? Is this real money that belongs to UML with no strings attached? or what is it?
