Thanks for the thorough analysis but the issue date is 18 November 2015 - this is evident on page 65 of the annual report where they show the two escrow dates  of 18 November 2016 (one year after issue date) and 18 Novemeber 2017 (two years after issue date). Therefore the milestone date for the Pivacs is 18 November 2018.

Also the fact that they announced the trading halt on 12 November indicates to me that they've hit the milestone date - on Thursday I wouldn't be surprised if they announce that Build 1 was complete on 12 November, here is the video for proof. I'm guessing that they are using this trading halt period to bring as much attention to this announcement as possible and to negotiate a binding contract with Cat executives in Sydney while they are around for NCEC.
