Ah, yes our chairman!! As Killa68 also pointed out, not much support there.
If you look at the history timeline I posted, Warburton & McAdam were both appointed at the same time as Todd nominees Wolley and Davies (to replace prev directors).
Would seem highly probable that Todd would have expected to clean up the ownership of PIOP fairly rapidly and perhaps people appointed for that very purpose
It has also been reported and mentioned on here a number of time (including your post Regor44) that Todd prefer to act in private not public capacities and shareholdings only available within the family. I do not know if they have a specific rule in regard to their employees however Mr Warburton is noted as independent so obviously it wouldn't apply to him anyway!!
It certainly appears that those associated do not purchase shares, so I guess we can all make of that what we will in regard Mr Warburton. (No accusation, purely musings on my part)
And yes, I agree, I think Todd have found themselves in what we would colloquially term a "cluster ........"
