Cliff, further to my previous comment, you mentioned he following in your post:
Could you provide dates as to when this applies from? President Andry Rajoelina is the incumbent since 19 January 2019. The offical grant of NEXT PE and 2 x PR's was 14 February 2019. BEM has had renewals in since 2011 and subsequently 2018 but still yet to be granted.
So your statement is incorrect and misleading.
