It is very important to note a few aspects completely unrelated to PEN's Lance application.

1. Uranerz submitted under the old permitting process that was proven to be cumbersome, outdated and extremely slow.

2. Uranerz made fundamental errors in submission ignoring the federal EPA requirements. They originally submitted considering only the WDEQ requirements.



The most important aspects to now consider...

1. PEN has submitted the first application under the new GEIS process. The regulators are very keen to display how eficient this process is.

2. PEN worked directly with the regulators over the last 2 years, whereas others worked in isolation of the regulators.

3. PEN from the outset considered both the federal and WDEQ requirements.

I now firmly believe they will be issued an early DWDW permit and early construction permit in advance of the main permit.
