I've been flitting in & out today, was meaning to get back earlier.

Replace the 'don't forget' & try this line of reasoning..

Why have PEN held off for so long in submitting for PTM when basically all was in order as at 14/3.

So why now? What's changed? Why is there movement at the station?

Vintage or yourself maybe able to answer. I thought there may have been a timeline that the PTM had to be issued by or it lapsed. I don't have a copy of that snippet of info but is niggling at the back of my mind.

So either their hand was forced (via a time constraint), or another couple of ducks are now in line (PTM/ public advertising period to commence, finance in it's final stages etc).
