Strata needs the clearance for advertising from WDEQ before they can advertise (That is, WDEQ have to conclude that the bond meets their rrequirements before deeming the application 'technically complete for advertising'.
It then has to be advertised for 4 consecutive weeks prior to a 30 day public comment period.
