Yeah Col - when WDEQ deem the application 'technically complete' (which they have already done apparently on everything except the reclamation bond - and hopefully soon the bond) it means they are fully happy with it and are, in effect, issuing the permit subject to public comment (which is invited through the the 8-week advertising/public comment process).
If there are no public comments or requests for hearing, the draft permit is automatically issued at the conclusion of the 30 day public comment period.
