However, I do not personally believe that orgs such as NRDC would order their priorities according to whether or not States are pro-nuclear or otherwise.
Their concerns are environmental and judicial - not political and economic. They will oppose developments that they believe are going to be environmentally damaging wherever they are.
I simply think their focus will be at the national level because of the greater publicity, the higher national significance and because of the benefits of concentrating efforts where the potential gains are greatest.
