Not sure if the permit will make you rich by itself.
I'm expecting the official permit will push us between 15.5 and 16.5
Remember shares often drop on permits and go higher on "anticipation of permit"
Because PLS has been fairly stable for a few weeks I think a slight up is probable.
Just a guess of course..
