I would suspect that the company was advised that the permit was approved with the reference by NB to the 20th being the day after the permit process was essentially completed by DER and the permits loaded ready to go live on the website. The weekly release of approvals is an automated process at 5 am on a Monday morning. From memory, NB indicated in the conference presentation that we would have a 'working' mine on the 20th suggesting that as of today the mine could actually start turning dirt if they wished to.
Undoubtedly, the company has an announcement drafted and most likely approved ready for release to the ASX in due course. I would assume that the company needs to wait for the approval to be published on the DER site before they are able to release the announcement.
