permits will not come easy

Export permits will only come with some negotiations and persuasion. The Kazakhs will want to make sure that they are not going to lose some of their primary resources without everyone making a gain. Below is an article relating to a 2007 issue but it does not take much to read between the lines on this.
Anyone that has travelled to an Islamic country would know how the rules are different for foreigners but they caan be rewritten along the way and that depends entirely on how much money you may want to pass under the table.
