    Good question Niz, definately not seen as a negative by me at least and I am sure many others.

    Firstly you need to understand the permitting process to get an idea of what may be a barrier. The biggest of these is environmental aspects and impacts.

    I direct you to the following for a little light reading...Not from Wyoming but you will get the idea and there are a lot of similarities to the Wyoming process.

    PEN require permits from:
    * Wyoming Department of Environmental Quality (DEQ)
    * U.S. Nuclear Regulatory Commission (NRC)

    Except for one big positive aspect. Gus informed me earlier this year that there is "no public consultation period applicable to Lance". Also a large proportion of Lance is private landowners that have come to agreement already with PEN in the aquisition process. They want this project to proceed.
