    A dozen current and former senior public servants involved in the unlawful robodebt scheme breached their code of conduct, including former department bosses Kathryn Campbell and Renee Leon.

    Sixteen public servants were referred to the public service commissioner for investigation last year, including current employees named in the sealed section of the robodebt royal commission's final report.

    On Friday morning, the commission reported "12 current and former public servants and former agency heads have been found to have breached the code on 97 occasions".

    but here's the thing. who is really at fault, the PSs who carry out the orders of the Minister, or the politicians who make the decisions and order the job to be done.

    certainly Robodebt seriously damaged the PS reputation for the entire service as well as for the individuals who did as ordered. and also the divisions between departments were enforced by the Minister (Morrison) which damaged the communications between professionals and sections, making functionality of the PS hampered.

    but its the pollies that pushed this issue, broke the laws and caused the harm to innocent people. they were in command. and from the description I read on how the PS were used, with secretive to the point of paranoia, coercive control, the Minister was in command.

    in all my years even Whitlam and Rex Connor did nothing so heinous as the Morrison.
