This was a terrible scandal. There is plenty of blame to go around.

The concept of annual "income averaging" to determine if a fortnightly income breach has occurred is so obviously stupid that heads should roll at both the politician and public servant levels.

People's lives were ruined by this. There were suicides.

Where possible there should be criminal prosecutions. The public servants must lose their jobs or the system is a joke.
