As several posters have previously commented, this may be to ARL benefit, if the PFS all in mining cost stands up to scrutiny through DFS. will the IRA actually have?
Your point regarding stability is important, but I think that any community dissent would be dealt with economically, or perhaps more harshly if necessary.
