I am not sure why getting Govt approval is a hurdle. It is not a strategic asset, plenty of gold mines and they already exercise control in practice. All that is needed is a friendly. Shandong doesn't need >50%. The existing need a few more each.
What advantages do they get having 20% local? The disadvantage is the reporting and oversight paperwork. Not a burning issue and not on horizon yet too much else to do. and nothing we can do. Hopefully if/when there will have been enough uplift.
Otherwise I think we violently agree.
