The legal framework developed in China during this century very clearly treats bribery as a crime. Their criminal code does not recognise "facilitation payments". It imposes harsh penalties on those who seek bribes ( including gov officials) & those who pay them.

China has taken huge steps to integrate international laws & norms into it's business enterprises and commercial laws. ... yes, it probably has some way to go, but still it is far ahead of the mid 20th century view you seem to hold. Fascinated to hear more about your goat trades though bahahahaha.

As far as the bribes to keep things quiet on the death & water polluting, you are way off the mark & again are displaying blatent rascism.
