The PBS subsidises a proportion of medications hence most human meds are cheaper than animal meds here in Oz.

I think you're clutching at straws to consider the canine market. How often do dogs get diabetic venous ulcers? How often do dogs get major cuts that require assisted healing?

I think a different and potentially higher value market if you are hell bent on animals would be the equine market and in particular racing.
