The 10 past 4 guy is the index arb book squaring up at the end of the day. Every bank use to have an index arb desk back in the day but at the moment there is only 1 large player, which is why you see some decent swings
The disappearing volume as discussed could be an IB thing, the volume on the time and sales seems to match the chart
