The GFC money was Costello's not Swan's. The Coalition said they would have pump primed the economy but not with the largesses demonstrated recklessly, as shown by history,by Swan.

I disagree with your general portayal of Costello and I could go on, however must point out that thansk to the prudential control of the economy Wayne had enough money in the coffers to (over)steer us through the GFC and now in the FF that he can try to pilfer in order to prop up his completely illusory "surplus".
