That's a very well through out article about the buy American owned proposal.
I still don't like the proposal though. If I plug their numbers in I get a ~6% increase in the price of nuclear energy (23% of the cost of nuclear energy is fuel; 25% of fuel must be purchased from US owned companies; the price of US uranium jumps by 100% ($21 from a starting price of $22). 23% * 25% * 100% =~6%). If you want a level playing field between nuclear energy and renewables or fossil fuels this is certainly a step in the wrong direction.
Of course for slx the issues is also that there would be downward pressure on the price of foreign owned uranium (like a potential half Canadian half Australian owned company).
