From my understanding, the fight between the union and Petrobras has been going on for sometime with the unions rejecting The Petrobras pay offer. This collective agreement is about hours worked, overtime pay etc. so the fact that Petrobras is offering an olive branch before they strike to try and come to an agreement is a positive.
