petrobras

Can anyone clarify one thing for me, i thought Petrobras was only 30% state owned, but looking into it further it appears they are 100% state owned. Does anyone know exactly what is what. Because if that is the case, then I can't see how it can be them at all unless Jurgen has got it all wrong of the meaning of the word "independent", but he doesn't appear as the sort of person who doesn't know what he's on about. There is a lot pointing to Petro but this independent issue is still niggling at me. Thanks.
