The petrol taxes the government collects probably make up a fraction of the amount they spend on roads and vehicle infrastructure. If they didn't tax petrol for this they would have to tax something else.
They also collect tax on me for going to work. It makes more sense to me that they increase taxes on undesirable behavior (like driving gas guzzlers) and reduce taxes on productive work.
