What logistical experts support the ESI contention that there is 5Mtpa of existing capacity? How much of that is free capacity?
Export markets are where the $$$$ are, so how do you get the product out at $45p/t to reach a $100p/t market?
Also, without getting the LV lignite into the export markets then you lose all the benefits that everyone keeps talking about associated to low ash, low sulphur and high fixed carbon.
Answering the logistical problem is key to making the LV story a success.
