Lots of reasons, one could be that Paxlovid isn't widely available yet. A simple Google search brings up plenty of credible links highlighting problems with supply and delivery, even as recently as last week, i.e. "COVID antiviral pills work against Omicron when people can get them - Oral antivirals hold promise for staving off serious illness, but supplies remain limited. The science is there; it’s really the delivery piece that is lacking." - LINK, there's even one from Pfizer.
Supply problems aside it's efficacy doesn't seem to be in doubt though.
