I, like you assumed they were committed to debt financing of the operation, but Ellison has left the possibility of debt and or equity in his recent comments on the PFS.

On reflection I dont think it matters either way as the fundamentals of this company are such that the underlying shareholder value will be unaffected by whichever option they choose.

It might be worth trying to increase the investor base as there is only about 300 million shares and as such leaves the company at risk of a takeover.
